The mission of the Department of State and Municipal Administration and Law is to train highly qualified specialists in the field of state and municipal governance, possessing extensive modern knowledge and professional skills in this area.
The Department of State and Municipal Administration and Law contributes to addressing the socio-economic development of the region. Its staff members have the necessary academic qualifications, conduct advanced research and development in the socio-economic profile, and the department has an appropriate teaching and support infrastructure.
The department has a strong team of economists, lawyers, and managers, including 1 Doctor of Sciences and 11 Candidates of Sciences, who carry out active research in selected areas.
In training specialists in the fields of "State and Municipal Administration" and "Economics," alongside the university's faculty, practitioners from government authorities, local self-government bodies, business structures, and research institutions—who are potential employers of future graduates—are involved. These specialists participate in developing curricula and course programs. Topics of final qualification works include proposals from authorities to study current (problematic) issues in the socio-economic development of the state and region.

In the educational process, the department’s instructors actively use both traditional teaching methods and modern techniques and tools such as case studies, conference-style work, business games, and project-based methods.
The department is responsible for the “State and Municipal Administration” training program. Graduates pursue professional activities in government and local self-government bodies both within the Republic of Kalmykia and beyond.
